Ministry of Health Consultation on Proposed Home and Community Care Regulations

Ontario's Ministry of Health is in the process of establishing a new legislative framework for home and community care to enable the modernization of home and community care delivery and to promote more effective integration of services in Ontario Health Teams.

The Connecting People to Home and Community Care Act, 2020 , introduced in February 2020 and given Royal Assent on July 8, 2020, embeds home and community care within integrated health system legislation and will enable Ontario Health to fund Health Service Providers and Ontario Health Teams to provide person-centred home and community care services in more flexible, locally-determined ways. 

At this time the ministry is seeking feedback on updated proposed home and community care regulations that will be included in the Connecting Care Act, 2019. The regulations are an important component of the legislative framework and they will include service definitions, eligibility, a modernized Bill of Rights for clients, complaints and appeals procedures, and other important details.

  • Flexibility of location of care coordination to promote integration of services in Ontario Health Teams
  • Removal of service maximums to enable more needs-based services

The Society responded to the first draft regulations in August 2020. It is rewarding to see that many of our recommendations were addressed. View OSOT’s 2020 feedback.

To support the development of your written feedback, the ministry will be holding four Question and Answer sessions in June/July 2021. This is an opportunity to clarify any of the content in summary materials before the regulations are confirmed later this year. 
 
Question and Answer Sessions will be held on:

  • Tuesday June 24th at 4:00 – 5:00 PM (EST)
  • Monday June 28th at 9:00 – 10:00 AM (EST)
  • Wednesday July 14th at 4:00 – 5:00 PM (EST)
